CILT UK Level 3 Certificate of Professional Competence for Transport Manager (Road Haulage)

Aims & Objectives

The Certificate of Professional Competence (CPC) for Transport Managers in Road Haulage is offered by CILT (UK) (Chartered Institute of Logistics and Transport), on behalf of the Department for Transport and includes a range of subjects related to the business of road transport.

The objective of the qualification is for individuals to obtain the competency requirements for a Transport Manager as laid out in Regulation (EC) No. 1071/2009 and is suitable for individuals who want to either enter the profession of a Transport Manager or demonstrate their professional competence to meet Operator Licensing requirements. The qualification is open access and no prior knowledge, skills, understanding or qualifications are required. 

Content and Course Design

Week One

Monday – Civil Law – Principles of Law, Contracts, CMR, Successive Carriers, Principles and Agents, Sub-contractors.

Tuesday – Commercial Law – Business Structures, Sole Trader, Partnerships, Private & Public Limited Companies, Company formations, Company Directors, Secretaries & Auditors, Types of Shares, Winding up of a Company

Wednesday – Business & Financial Management of the Undertaking – Documents, Invoices, Types of Payments, Financial Accounting (Trading and Profit Loss Accounts, Balance Sheet, Ratio’s, Depreciation), Grievance procedure, Marketing activities, Vehicle and other insurances, Telematics and Vehicle Tracking.

Thursday – Access to the Market – Organisation of the Road Transport Sector, Types of ‘O’ Licences, Operator Licence application process, Changes to a ‘O’ Licence, Powers of the Traffic Commissioner, OCRS and the scoring system, Driver & Vehicle Documentation, International Permits & Operations, Customs Formalities and Procedures, Carnets (TIR, ATA & Passage en Douane), Schengen Agreement, Passports & Visa’s, Illegal Immigrants and Anti-Smuggling Measures.

Week Two

Monday – Social Law – Trade Unions (ACAS, CAC, EAT), Health & Safety – Responsibilities and Duties (Employer & Employee), EU Framework – Daughter Directives (Workplace, Work Equipment, Manual-Handling, Display Screen Equipment, PPE), Other UK-Based Health and Safety Legislations – Fire Safety, First Aid, COSHH, RIDDOR & Smoke free legislation, Enforcement Agencies – HSE & EA, Types of National Insurance Contributions, Contracts and Employment – Redundancy Notifications & Payments, Fair & Unfair Dismissal, Statutory Sick Pay, Maternity Rights, Parental Leave, Working Time Directive (Non-Mobile Workers – Office Staff/Warehouse etc.), Driver’s Hours Rules & Regulations, Working Time Directive for EU Drivers, Domestic Hour Rules, Tachograph Rules & Regulations, Driver CPC Qualification requirements (Initial or Periodic).

Tuesday – Fiscal Law – Principles and Registration of VAT, Motor Vehicle Taxes, VED Rates & Exemptions, lgv Road User Levy’s, Congestion Charging, Clean Air/Low Emission Zones, European Tolls, Business Taxation – Self-Employed, Employer Payments (NI & PAYE), Corporation Tax. 

Wednesday – Technical Standards and Technical Aspects of Operation – Weights and Dimensions, Axle Weights, Abnormal Loads, Projecting Loads, Vehicle & Engine Types, Construction and Use Regulations, Plating and Testing, Technical Requirements – Tyres, Seat-belts, Fuel tanks, Brakes, Lighting regulations, Graduated Fixed Penalty Scheme, Maintenance – Daily, Periodic, Safety Inspections & Defect Reporting, Tunnel Operations, Carriage of Dangerous Goods, Waste, Perishable Foodstuffs and Livestock.

Thursday – Road Safety – Driver Licensing, International Driving Permits, Customer Service & Care, UK Traffic Rules, Offences, Speed Limits (UK & Europe), London Lorry Control Scheme, Road Signage & General Regulations, Daily Driver Daily Vehicle Checking Procedure, Road Traffic Collision Procedure, Accident Prevention, Security of Goods, Movement by Ferry/Rail, Journey Planning.

Revision Day – following Monday – via Zoom

Examination Day – Tuesday – undertaken via proctoring i.e. on-line examination

You will need to have access to a good stable internet connection, a computer, laptop, tablet or phone and a quiet place for the duration of the Zoom call. Your devise will need a forward facing camera.
